I tried reporting something similar to the police once. They took the report, but without a home address or their real name, they couldn’t do much.

No need. The mileage is stored in the cluster, and you can reprogram it. Nothing needs to be swapped.

Just saw a 2020 Raptor with 48,000 miles listed for a price that seemed way too low, especially for Houston. Maybe I know why after reading this thread!

Yep, folks can downvote me, but it’s better to be cautious. I know someone who got burned by this same problem.
